Novato Classic Tournament Rules
This tournament will be played in accordance with US Club Soccer and FIFA rules as modified by the following changes:
 
CREDENTIALS, TOURNAMENT INSURANCE (Non US Club Soccer Clubs):
US Club Soccer OR USYSA (CYSA) player passes will be required for all players. Any player not providing a proper pass before the game will not be allowed to participate. All passes will be checked prior to each game by the Field Marshall. A mixture of US Club or CYSA passes is NOT permitted.
 
Any team using a NON LAMINATED US Club Soccer Roster form, in compliance with all guidelines and restrictions as directed by US Club Soccer, and that is SIGNED by the League registrar may hand write Guest Players in conjunction with the US Club Soccer Player Loan Program. A signed Player Loan Form, and Player Pass Card is required at the time that the team registers prior to play. NYSA reserves the right to decline/hold Guest Players pending confirmation of signatures etc. * In all cases, guest players cannot be added to a laminated roster card.
 
Each Player Pass Card and Team Roster must be approved by a Tournament Official. Each player pass card and Team Roster shall receive a Novato Classic Tournament Approval Sticker.
 
Each Player must be approved by a Tournament Official prior to the each game. Each player will receive a Hand Stamp making them eligible to play for each respective day of the tournament.
 
Each team is limited to (3) Staff members in the bench area. All staff members must have US Club, or CYSA staff cards. Staff members are limited to Head Coach, Assistant Coach, Team Manager, Director of Coaching, and Assistant Director of Coaching. No parents are allowed in the bench area at any point.
 
Each Approved Coach and Staff Members must be approved by a Tournament Official. Each staff pass card must receive a Novato Classic Tournament Approval Sticker.
 
Novato Youth Soccer Association reserves the right at any point during the contest to have the Head Referee, Center Referee, Field Marshall, or Tournament Official review player pass cards, versus on field and or bench players. NYSA reserves the right to disqualify any team found in violation of playing non-rostered or non-approved players. All clubs found in violation will be reported to Norcal, US Club Soccer and CYSA.
 
Novato Youth Soccer Association, in conjunction with rules set forth by US Club Soccer, requires all teams not registered with US Club Soccer, entering their team on a roster other than a US Club Soccer roster to provide a Insurance Certificate showing that they have purchased an Insurance Policy covering their players and staff while attending and or participating in the Novato Classic Tournament NYSA reserves the right to refuse any team without proper insurance certification.
 
GUEST PLAYER; MULTI ROSTER POLICY:
Up to 3 guest players will be accepted in this tournament.
 
NCT rules shall allow a player to be listed on no more than two rosters for two teams from the same club. This player must meet age requirements set forth by US Club Soccer, and be eligible to play on the team(s) rosters he/she is added to. Player #1 may play for two teams from his/her (home/same) club in the same day, or in the same event, however cannot compete against the same opponent at any point during the tournament. I.e. Player #1 plays for Novato United 02 Boys A v. Crossfire 02 Boys A on Saturday; Player #1 cannot play for Novato United 02 Boys B (second team) or any other Novato Club Team v. Crossfire 02 Boys A at any point following the first game (Novato United 02 Boys A v. Crossfire 02 Boys A on Saturday).
 
HOME TEAM:
The team listed first on the schedule will be designated the home team. The home team will be responsible for the game card. Teams will be on the same side of the field, due to limited field location. Teams should separate Bench Areas by no less then 15 yards.
 
GAME BALLS:
Game balls will be provided by the Home Team. The referee may choose to use a ball provided by the visiting team if the ball provided by the home team is inadequate.
 
CONFLICT OF JERSEY COLORS:
The home team shown on the schedule will be required to change.
 
INJURY TIME:
Referees will be instructed NOT to add time to a game except under the most extenuating circumstances.
 
SUBSTITUTION RULES:
Substitutions may be requested from the referee:
Prior to your throw in.
Prior to goal kick by either team.
At half time.
After an injury by either team, unlimited.
Players who are sent off (red carded) may not be substituted as per FIFA Laws of the Game.
 
LENGTH OF GAMES:
Each team will play a minimum of three games.
All games (including championship and consolation) will be played as follows:
 
            Age group                   All Games                     Rest between Halves
 
            U9 - U11 Games       two 25 minute halves           5 minutes
            U12 - U13 Games     two 30 minute halves           5 minutes
 
OVERTIME, PENALTY KICKS
  • There shall be no overtime period in rounds (games) 1 – 3.
  • A standard overtime will be played in case of a tie in Championship only.
  • For Championship Games, overtime shall consist of two 5 minute periods. 
    At the end of the first period the teams shall reverse sides and start the second period with no rest between the periods.
  • For Championship Games, if the scores are still tied after the two overtime periods, penalty kicks per FIFA will be taken to determine the winner except where as noted below:
  • For All Games proceeding to Penalty Kicks, each team shall take 5 PKs, alternating teams, the best of 5 wins.
  • For All Games proceeding to Penalty Kicks, All players competing at any point in the game during this specific contest may take one penalty kick.
  • After round one of Penalty Kicks, if the game is still tied, teams will alternate taking penalty kicks until after both teams have taken an equal number of attempts a scored PK, and a non-scored PK result. 
  • No player may take a second penalty kick until all other players have taken a penalty kick.
 
PRELIMINARY GAME SCORING:
3 points will be awarded for each win.
1 point will be awarded for each tie.
0 points will be awarded for each loss.
1 point will be awarded for a shut out in which a team wins by 5 goals or fewer.
0 points will be awarded for each goal scored up to a maximum of 0 points per game.
2 points will be deducted from the winning team in which the winning team wins by 9 goals or more.
3 points will be deducted for each player red card or Coach’s dismissal (sendoff).
3 points will be deducted for each Spectator dismissal (respective club - sendoff), as determined by the referee and or Field Marshall.
 
TIE-BREAKING PROCEDURE:
If a tie exists after all non-finals games have been played, the following tie-breakers will be employed in the following order:
  • The team which defeated the other in regular play will be determined the winner.
  • The team with the highest goal difference, to a maximum of four per game.
  • The team with the highest number of goals scored to a maximum of four per game.
  • The team which allowed the least goals.
  • The team with the fewest number of Red Cards, or Dismissals, assessed.
  • Penalty kicks per FIFA rules, or randomly drawn lots if all teams are advancing to knockout phase.
 
FORFEITURES:
  • Any team not ready to play (5) minutes after the scheduled starting time will forfeit. The official score will be 2-0 and 4 points will be awarded. If, however, forfeiture adversely determines the final flight standing, the tournament committee may award equal losses (2-0) for all games played by the forfeiting team.
  • Any U9-U11 team falling below (6) players during the game will automatically forfeit at that time.
  • Any U12-U13 team falling below (8) players during the game will automatically forfeit at that time.
  • The Center Referee, President of Novato Youth Soccer Association, Tournament Director, or Field Marshall, may terminate a game whenever he or she deems safety to be compromised. This decision is solely at the Center Referee, President of Novato Youth Soccer Association, Tournament Director, or Field Marshall’s discretion. The outcome of the match will be determined by the tournament committee based upon the Incident report.
Reasons for termination may include, but are not limited to:
A team leaves the field during the play without the approval of the referee.
Behavior of the Coaching Staff, All Staff, and or spectators if deemed by the Center Referee, President of Novato Youth Soccer Association, Tournament Director, or Field Marshall, to be unacceptable due to excessive or abusive coaching of players; abusive behavior directed at referees or other tournament officials; etc.
Extreme bench area misconduct or the outbreak of generalized fighting on the field (by coaches, players or fans) forces interruption of play.
Alcoholic beverages or tobacco are being consumed by coaches, players or fans.
 
PROTEST:
All games will be considered final and NO PROTESTS will be allowed.
 
MEDICAL HELP:
The FIELD MARSHALL should be notified immediately of any serious injury or need for Medical Attention. An Emergency Medical facility is available at Novato Community Hospital, 180 Rowland Way (see location map).
In addition to the above, Paramedic responders are provided by the Novato Fire Protection District. All emergency situations should be brought to the attention of the Field Marshal promptly. All Field Marshals are equipped with cellular phones for dealing with emergencies.
 
FLIGHT STANDING (If Applicable):
Depending on group size (4 teams to 6 teams), teams will play two or three group games.  If two group games are played the top two in each group will advance to the semi-finals, the third place teams will play a consolation game.  The semi-final winners will then play in the Championship, while the semi-final losers will play in the 3rd Place Match.  If three group games are played, the group winners will advance to the Championship.  The group runners-up will advance to the 3rd Place Match

AWARDS:
Each player will receive a souvenir pin. Team Trophies will be awarded to teams finishing in 1st, 2nd, and 3rd place. Individual medals will be awarded to each player for 1st, 2nd, 3rd place. Awards will be presented immediately after the final games for each flight. The Awards presentations will be held following the Championship game at the Field Headquarters.
 
SPORTSMANSHIP, COACHES BEHAVIOR, and RESPONSIBILITIES:
Good sportsmanship will prevail at all times. Coaches are responsible for the conduct of their staff, players, parents, and spectators. “Bench” areas for each team should be established. Each team is limited to (3) Staff members in the bench area. All staff members must have US Club, or equal staff cards. Staff members are limited to Head Coach, Assistant Coach, Team Manager, Director of Coaching, and Assistant Director of Coaching. No parents are allowed in the bench area at any point.
 
Coaches, Staff, and Players, MUST be respectful of Referees at all times. Coaches, Staff, and Players, MUST act in a professional manner with respect to their conduct regarding Referees at all times. Novato Youth Soccer Association reserves the right to disqualify any team, during that specific game, in which the offense occurs, when a coach, staff member, or player, acts in a disrespectful or abusive manner towards the referees working that game. 
 
Novato Youth Soccer Association reserves the right to disqualify any team, during that specific game in which the offense occurs, when a coach, or other staff member, crosses the sideline when disputing a call made by any one of the referees working that game. 
 
Novato Youth Soccer Association reserves the right to disqualify any team, during that specific game in which the offense occurs, when a coach or other staff member crosses the sideline when disputing a call made by any one of the three referees working that game. 
 
Novato Youth Soccer Association reserves the right to disqualify any team, during that specific game in which the offense occurs, when a spectator for that team, verbally abuses, or crosses the sideline when disputing a call made by any one of the referees working that game. 
 
Novato Youth Soccer Association reserves the right to disqualify any team, during the tournament in which the offense occurs, when a Coach, Staff Member, Player, or Spectator from that team, verbally abuses, or otherwise, any tournament official.
 
Additionally, Novato Youth Soccer Association reserves the right to disqualify any team found in violation of any of the offenses above, if deemed severe enough; the team shall be banned from participating in any upcoming games.
 
* Please note: Novato Youth Soccer Association will file all necessary notices with respect for incidents that occur during the tournament with Norcal Premier League, US Club Soccer, and CYSA, in accordance with governing body guidelines.
 
SEND-OFF:
If a player is sent-off from a game, the player shall automatically be suspended for the team’s next game. Any further sanctions will be decided by a committee made up of the President of Novato Youth Soccer, the Head Referee and Tournament Director. For teams participating with CYSA player passes any further disciplinary action will be as per section 4:08 of the CYSA Constitution and Tournament manual, Appendix 12.
 
REFEREES:
REFEREE                 All games shall have a minimum of two referees scheduled. The Novato Classic 2013 shall have standby Referees in the event a Referee is injured or unable to referee a previously scheduled game. In the event that a game only has one referee to start, the NCT Tournament will start the game and work to find a second referee.
 
RAIN:
Games may be shortened to protect the fields.
 
BARBEQUES, ALCOHOLIC BEVERAGES:
Barbeques and or cooking with an open flame, on the field in any form is PROHIBITED by US Club Soccer, Novato Youth Soccer Association, Novato Parks and Recreation Department and the Novato Unified School District.
Alcohol on the field in any form is PROHIBITED by US Club Soccer, Novato Youth Soccer Association, Novato Parks and Recreation Department and the Novato Unified School District.
 
SMOKING: Smoking is prohibited on all Novato soccer fields.

PETS:
Pets are not allowed on all soccer fields.
